Stuck with making Icons for custom Civ..

Hi,
Im following Kael's guide and Im stuck at the point of making the Civ Icon... I've followed it entirely and eveything is as it should be (I think lol)

But whatever I do, the Icon doesn't appear in game...
I've attached the pictures so if anyone can tell me if there is anything wrong then let me know, if there any known issues with doing this then let me know and i'll check them and if you need anymore information let me know and i'll post it...

Change compression setting to correct one.
In DX9 even icons with wrong compression setting should be visible. Start game in DX9 and check it again.
 
Most likely, this is because you didn't use the Virtual File System (VFS). The VFS was altered after Kael wrote his guide, and so isn't mentioned.

What you need to do is, in ModBuddy, right-click on any DDS files. Select Properties. The bottom line will be "Import into VFS", defaulting to False. Set that to True for your DDS files (and ONLY for those).

VFS is also used when doing UI mods, or changing unit graphics, and so on, but for what you're doing you'll only use it for the DDS image.
