When you give another civ your world map does that give them communications with the civs in in your world map that they don't know about?

Not directly, but since they know where they are they will proabably move down there very quickly to get contact.

Or park your unit somewhere close to their borders (within their line of sight) and let them make contact with you on their turn.

No it does not, giving/selling map does not give communication.
But should you play Vanilla ot PTW, AI can buy communication from an other AI providing either one discovered Map Making; this has been changed to Printing press with C3C.
