With the new casus beli system, I wonder if military subjugation of city states could be brought into the game.
To be more specific:
Military subjugation is a casus beli that can be used against city states. When city state's capital gets occupied, the city state will not be eliminated. Instead, the conqueror will be the new Suzerain of the city state (old Suzerain will become a normal friend of the city state)
Unlike Suzerains of regular city states, the Suzerain of the subjugated city state will not be changed peacefully (i.e by sending envoys). However, all other civs will get a casus beli to "free" the city state. Once a civ use this casus beli to declare war on the Suzerain and win the war, it will be issued as the Suzerain of the city state and automatically gets a few envoys (or simply gets some envoys).
Why I have this suggestion? Because in the current gaming system, you can only occupy city states, then what your gain is very little (you will lose unique bonuses from city states). Moreover, historically, you should be able to establish "figureheads" in city states, making them your puppet states - especially considering that we can do it by coups of spy, but we couldn't do it by military approaches.
