Subjugate City States

With the new casus beli system, I wonder if military subjugation of city states could be brought into the game.

To be more specific:
Military subjugation is a casus beli that can be used against city states. When city state's capital gets occupied, the city state will not be eliminated. Instead, the conqueror will be the new Suzerain of the city state (old Suzerain will become a normal friend of the city state)

Unlike Suzerains of regular city states, the Suzerain of the subjugated city state will not be changed peacefully (i.e by sending envoys). However, all other civs will get a casus beli to "free" the city state. Once a civ use this casus beli to declare war on the Suzerain and win the war, it will be issued as the Suzerain of the city state and automatically gets a few envoys (or simply gets some envoys).

Why I have this suggestion? Because in the current gaming system, you can only occupy city states, then what your gain is very little (you will lose unique bonuses from city states). Moreover, historically, you should be able to establish "figureheads" in city states, making them your puppet states - especially considering that we can do it by coups of spy, but we couldn't do it by military approaches.

Has it been confirmed whether City States can be turned off in the options menu before starting a new game?

I want to play without them, they annoy me.. You could turn them off in Civ V, so I really hope that will be possible in Civ VI too!
 
I kind of like the idea.

Although maybe instead of invading it, if you keep a big military presence inside their borders, you can force yourself as Suzerain, and the other civs can't change it unless they neutralise your units or you move them away from the CS.

I think that would be better....
You must maintain a "siege" around the city-state and defeat all of its units to gain the bonus
You lose the bonus whenever the "siege" is not maintained (the CS won't produce new units until all your units in their territory are destroyed)

Anyone else who kills your units in that CS territory gets Envoys with the CS (the CS city does not fire at either party, they just wait it out)

I am not sure you should get the suzerain bonus...maybe just the normal friendship bonuses for 3 or 6 envoys. (but you should stop anyone Else from getting the Suzerain bonus...and possibly stop anyone else from getting a friend bonuses as well)
