The limitations of attacks for naval units aren't really explained in the game. I've found out that ship of the line can only range attack land unit and fortifications and only direct attack naval units. But my submarines can't range attack anything. Is this a bug?

I don't think it's a bug. Submarines are really all about ship versus ship combat. I mean we have the nuclear ones in real life and in previous games that could launch nukes, but if you look at their attack animation in 7, they are firing torpedos. If you want to have a lot of fun with them, take a couple up to your enemy's trading hub city and pillage all their trade ships.
