From reading this thread, it seems to me the best on an effort/effect scale (and thus most likely to see in an official patch) would be to give subs a +% vs battleships and their upgrade, and eligibility for Barrage-promotions. Oh and have Destroyers not obsolete.

Maybe I'm pessimistic in this case but facts are on my side when I say that the patch is almost out so there will be no modifications also considering the amount of effort deployed in this upcoming 3.13 I tend to consider a further patch not an option and last but not the least since the original civ IV across its patches even called..Warlords , then BTS and its already released patches and upcoming one ...well, to many water have flown below this bridge among these last years and Fireaxis never ever considered subs but a small amount of dirty pixels on the screen to get rid of as soon as a new trendy fashion civilization faction will surface to attract players on their early teenies that are inclined to drool if Lichtenstein ( no offense ) civ is added to their personal never used row of dozen of cartoon animations. 
It doesn't really matter for them if those dirty pixels are in or not and if they are,well, they can nuke the enemy to fix the pixel issue...so maybe we are guilty in the same manner if in these last years we didn't complain enough about that.
I propose to make a Petition in order to remove once for all those nasty subs,we can call it: " Let's nuke those dirty pixels ! "
