Super Noob espionage question

Just played my first BTS, been playing W and vanilla for a long time. What I can't seem to do is direct my spies to do anything valuable. All the passive stuff works (I assume it is automatic) but when I generate a spy with seemingly enough points to do stuff (steal treasury for ex. is listed as "7") and send it to the city, the button is disabled. Any ideas why? I can't seem to choose to do anything with it. There is obviously something I am missing...Against one opp. I generated 1000 spy points...how do I use them?
Any help would be appreciated.

There's no trick to it, I don't know why the button would be disabled.

you can't do espionage if your spy moved prior to trying to carry out a mission. in other words, your spy needs all of its movement points before it can carry out a mission.
