switching capitols and the problem of palaces

i think, when we conquer another civ's capitol, there should be an option : Switch capitol
why?
there's already a palace, and i don't want to raze it.
think about conquest of istanbul. ottoman sultan moved the capitol from edirne to istanbul after he conquered. no time to build a new palace, no hurry for a new palace, actually no new palace. just use the existing one.

maybe that palace can be converted to forbidden palace if not built yet.

and, DO NOT RAZE PALACES WHEN CONQUER THEM!!! THEY CAN BE A TOURIST ATTRACTION!
 
No...the point is building the palace doesn't really fully represent the actual construction of a new building, after all most cities have large manors etc that could be used as a palace, but rather the actual effort and time it takes to shift a centre of governemnt. Imagine the USA moving Congress, the White House and all assosciated departments of State across the country, or Britain moving the Houses of Parliament, the Ministries of State and other Institutional bodies. You CAN recreate your centre of government in a conquered city, but it takes time and effort to do so. The Ottoman Sultan may have moved his capital without the need to rebuild an actual palace, but it still took a period of time to actualy shift all the responsible administration to Istanbul from Edrine.
