Tear down this wall bug

Hey guys,

Not sure if 've posted this in the right place, however I've got a problem.

I just recently managed to get an AI player to switch from order to freedom on emperor . However this being done, I still didn't get the Tear down this wall achieve.

Is there a bug? I can't think of any other explanation.

Maybe you are not the one influencing them, but some other civ that adopted freedom. Check it on the tourism screen.
