Tech choices......Monarch or republic???

The advantages democracy has over republic are
1) 50% faster worker
2) 33% lower distance corruption

The negative sides are
1) double WW effect
2) Forced anarchy when there is too much WW

So, if you are not suffering from WW, there is no reason to change from democracy. And if you are, you will be forced to switch government anyway.

Sure, democracy is the best government, but republic and monarchy are available earlier. Democracy just comes too late in the game for you to seriously benefit from switching from republic to democracy...
 
I'd say the same for Communism. When warmongering, I tend to beeline to Monarchy, switch to there & stay there for the rest of the game. I do tend to build courthouses even in my productive cities in anticipation of researching Commie, but when playing as a non-religious civ I'm hesitant to switch to it; by the time it comes, my empire is so big that chances of an 8-turn anarchy are pretty high. The pain of lost production in the interim far outweighs the benefits of 4 MP/city, evenly distributed corruption & vet spies.
