Yes it is. Open up the technologiesinfos.xml in the Assets/XML/Techs folder with notepad, the scroll to where each tech says <iCost> or something like that. Then just double the number that you see in the >*here*< area. Just don't delete the brackets or it gets slightly messed up.
NOTE: make a back up copy of techinfos in (the unlikely) case something happens to go wrong that you cant fix.
Yeah Ajidica is correct, i made a mod especially that did this, and it was so much fun to play cause it would take you forever to get things done, but then doing the corrrect way it was kind of easy after a while and the techs came alot faster. It was a Warlords Mod called: Next_Diverse_Warv1
Alternatively you could choose to reduce the cost for improvements, buildings, growth, etc. at epic or marathon speed.
The game will get packed with units though - So it's quite essential that you know where to place your army. I tell you - The computer goes crazy at times - Especially warlike nations as Celts or Aztecs. Don't be scared though - It's great fun for Domination & Conquest games - You might want to turn cultural victories off though, and time based ones too.
