I probably won't have a trade policy that must be followed, no matter the conditions. Rather, I would examine each trade on a case by case basis, and make a decision if the deal would benefit our nation.

I'm reposting this question because it was lost:

Why not have Open Borders with Civs like Japan and the Aztecs? They can't attack us the way they could in Civ3, in the event of War their troops would be removed. Open Borders gives us the ability to scout their territory.

whoops, i must've been mixing up Civ 3 with Civ 4. Yes, Open Borders would be good to have in the early game no matter the nation. I just would rather not be at war with the Mongols or Aztecs in 3000 BC, whether or not they have troops in our borders. ;)
 
Trading, and even declining to trade (or "gift" a tech) can have a negative effect on our reputation. How will you attempt to keep a good reputation with a certain civ? How will you decide which civs we should have a good reputation with (and why)?

If a civ shares our religion, I would say I would like to keep a good rep. with them. If a civ rightr next to us is a different religion, on great land, and continues to demand from us, then i really don't care what they think of us. We will probably kill them off eventually.

Mainly, religion and type of land of the civ will be the main factors in deciding who our friends are.
