That is fine, AJ, and thanks for all your work on this initiative(not that there are ulterior motives involved). :D

However, this still doesn't change the fact that build queue management already seems to be divided between the governor and the Domestic Leader based on your proposal. Unless someone can give me a reasonable explanation why this is, I ask that Governor eyrei take full control of all of our build queues until our provincial borders are in place.
 
Good Governor eyrei, as Mayor of Gorina, I would like to propose that the laborer working the roaded plains tile within our city borders be moved to on of the unworked grassland tiles. This will lessen our shields for production from 7 to 6 (with one lost to corruption), but it will allow us to grow to pop size 5 in four turns. At which point we can put the pop size 5 laborer on the roaded plains, as it would be the next most productive tile, and still allow us to grow to pop size 6. The pop size 6 laborer can go on the roaded hill or one of the hills with the river. These moves will help keep our growth at a manageable rate plus pick up a shield whenever possible.

As I've posted in other threads in our forums, I'd like to propose a build queue of Library (in keeping with the Metropolitan class), then Barracks, Legion, Legion (in keeping with the war effort). If we are to enter our Golden Age this t/c, the Library could be completed in a very short time (possibly 8 turns). Then the Barracks and Legions after that until we're ready to start a pre-build for the Hanging Gardens. Thank you for your time.

Good Governor eyrei - As our needs keep changing slightly, I would like to modify my requests for Gorina.

If we were to switch our production now from the Great Wonder to a Barracks, it would be complete in 1 turn. We could then produce some Legionaries for the front lines of the War effort, plus produce one to garrison in Gorina when our pop size required extra support. I would also like to see a Library put in the queue sometime soon. We are to become the Metropolis of Fanatica, and a Library will help us move in that direction. I really believe we should concentrate on our immediate needs and stop building the Great Library. We don't seem to have the time or the resources to commit to a 56 turn project right now. Thank you for your time

Mr. President,

I have no wish to control build queues for the entire nation. The provincial border lines must be drawn quickly, and until then the domestic leader will need to control build queues for our eastern cities. In fact, it may be more appropriate for the military leader to control these cities, considering the situation.

Why do we not have provincial borders in place? It does not take an act of Congress to create provinces. We intentially left behind our old CoL and CoS in order to be better able to do things like set our provincial borders. Borders must be set swiftly during times of expansion or else things get confusing and the workload ends up not being evenly distributed. I see nothing wrong (read: unconstitutional) for either the president or domestic leader to fix our initial provincial borders in a timely manner. The people can always, through lobbying the appropriate official or by passing legislation, adjust and redefine provincial borders as they see fit.

While this is not an official judicial review I am stating (for the record) that I would uphold the right of the president or domestic leader to fix our initial provincial borders (subject to any citizen input already made) should such a formal judical review ever be requested while I am chief justice.

In reviewing the 230bc save, i've noticed that two of our laborers are working unimproved grassland tiles. As Mayor of Gorina, I am not happy about this and would hereby like to log an official complaint. The worker allocation is in direct oppositon to the t/c instructions that you posted for the t/c, as stated here, in this thread.

As you can see by the pic below, although your instructions were clearly laid out to include growth and production, this is not the case. I realize that Gorina has grown and that it is possible for laborer allocation to shift at times like these. I am also taking into consideration that this is President Donovan Zoi's second week as DP. Because of these reasons, I am not filing a formal P.I. (although I reserve the right to do so in the near future).

We must get the Iron tile back into the production force of Gorina. One of the grassland tile laborers needs to be moved to the Iron, not only to put our production level back up to snuff, but to adhere to your t/c instructions. This action will make it possible to produce a Legion in 4 turns instaed of 5. It will also mean producing a Library in 9 turns instaed of 12. Growth will be cut in half, but production will flourish. This will also keep us from reaching a level of unhappiness to quickly.

As Mayor of Gorina, I request that the Legionary produced in Gorina next turn remain there until a wandering Warrior can replace it. Our great city og Gorina wil grow to pop size 7 in 3 turns, and the possibility of unhappiness due to lack of Military Police is extremely high. As I've said, we will only need the Legionary untilit can be replaced by a Warrior (or we could just kep the Legionary, eliminating the upgrade later ;) ). Thank you for your time.

I would like to prebuild a marketplace in Gorina using the FP. That way, it will be completed ASAP. Thoughts?
 
Good Governor eyrei, I've just now read your suggestion about pre-building a marketplace in Gorina. A marketplace is all well and good, but a Colosseum would be much better. We have the Sistene Chapel coming up soon and we'll need the extra growth. Below I've copied a statement from the Gorina thread. It basically sums up my feelings on production and growth.

There are a couple of things I'd like to talk about -
1. Now that we are are Peace with the Egyptians, do we really need to be producing Legionaries? Our smaller towns can be producing Settlers and escorts for them. Gorina needs to grow into the Metropolis it is destined to be. We have already produced an abundance of Settlers and Military units for Fanatica. It's time to look towards the future and realize Gorina's place in society. As Mayor, I strongly recomend that our production be changed to a Colosseum. This will allow the city to grow, unhindered by happiness problems. A new Great Wonder should be in our future plans and a Colosseum is called for.

2. I would like to request a Worker from the group of three SW of Gorina to come and irrigated the Grasslands South of town. With the Colosseum built, we will be able to expand and bring in new minerals from the Hills of Gorina, but without some irrigation, this will be a very slow process. The Worker can be there in 1 turn and should be able to complete the irrigation before our next growth cycle.

In conclusion, I see that the Marketplace (or FP) was never started, so I'd like to change production from your proposed Marketplace to a Colosseum. The extra Culture will help immensely.
