I asked a question in that chat, but haven't had an asnwer yet. I think it is important to know the answer before we agree on moving the border so far south.

Where is the chat log, btw? There were a couple of important aspects discussed regarding CDZ and other civs and I did not like Joker's attitude. He just tried to avoid the subject and switched to some research agreement like the questions were not asked. I then got kicked out of that ridiculous chat may be even with some help. We should also submit the NAP treaty officially through UN ASAP.
