Welcome to the Governor's office for the North-Western Aimag. The North-Western Aimag is a diverse area containing both conquered French and Roman territory, our four cities are south of the great Roman desert, in a belt of warm climate and wild jungles. Our citizens look with anticipation at the glorious Yasutanian army, which is appearing in our cities in greater numbers each day. We wish them good fortune in bringing our rule and our religion to our brothers still oppressed by the cruel emperor Caesar.

It is the intention of this office to bring irrigation to our southern cities, Marseilles and Pisae, which for too long have gone without an adequate food supply. For this reason I will be sending a request to the governor of the South-Western Aimag to build a section of irrigation through his territory, if this request is not accepted we will either have to destroy a watermill in the city of Antium, or farmland will have to wait for our scientists to discover the secrets of biology.

Why not just cottage that grassland?

Because without farms those cities will not have enough food to work the surrounding hills, the number of farms proposed will allow for exactly as much food as will be required to work every tile in the city radius (after biology).

Cumae is in the western Aimag, it was last term and I don't believe there have been any changes yet.

Cumae should get the silk from Munich,
and Napoli should give the dye to Xanadu.
Both cities have a better faktor for research.

You should be able to irrigate through the jungle (though it's more time consuming), unless we plan to settle a city in that region.

I'm a bit reluctant to chop the forests at Rheims as the city does not have high production and we will require all the production we can have to build the spaceship parts.

I'm open to discussion though.

Ok I will issue orders to irrigate through the jungle, I would like to see another city there but a few farms certainly won't hurt it.

I've recently encountered a problem with Civ, it will not launch, instead it gives me an error message which suggests I re-install the game. Unfortunately I do not have access to the install disk right now and may not be able to get access to it for some time. For this reason I will be unable to post full instructions, and I'm looking for someone to fill in as governor until I can sort out this technical bug.

If you're at all interested post here, I'll be very appreciative if anyone can fill in and post instructions on such short notice.
