Terracotta Army gives multiple Commanders!

I captured Waset from Hatty and it had the Terracotta Army in it, it promptly gave me a Commander which I wasn't expecting. I razed the City and then once I researched the relevant Tech it let me build it again in Carthage and gave me another Commander!!

Seems like a bug. Hope it’s addressed soon.
- But not before I get a chance to try it.

Don't know how many times I've been beaten to the Terracotta Army by the AI: it seems to be one of the Wonders they prioritize heavily.
But if I can just let them build it and then take it away for the same effect . . .
 
In one of my first games, I captured a city, got a commander, lost city to loyalty, recaptured it, got another commander. Game was just handing out commanders to everyone!
From these examples, I am beginning to suspect a Mercenary Army Commanders mechanic quietly built in to the game - one could quite quickly end up with a large percentage of your Army Commanders coming from 'outside' your own Civ . . .
 
That is the same with every other wonders in Civ7. In Civ6, there are bonuses that you expect to be one time bonuses which are granted only to the civ that builds the wonders. E.g.: The diplomatic victory of SoL, Mahabodhi, Potato Palace, the Apostles of Mahabodhi, the Prophet from Stonehenge... But in Civ7, most bonuses will be granted again and again if you capture the wonders: Any attribute from wonders will be granted to the captors, the extra commander, etc. I think the coding in Civ7 makes capturing a wonder is almost equal to building the wonder yourself. I am currently having a game with Bulgaria and I built Rila. I captured the Egyptian former capital with 6 wonders, I instantly gained 6 relics to go with it.

I can second this for the Rila Monastery: current game I am playing Bulgaria in Exploration, built the Rila Monastery, and promptly picked up 4 Relics from captured Wonders in the next war. It was entirely unplanned, since I picked the Religious Belief that gives Relics for converting foreign capitals and had already maxed out the Legacy for Relics by converting every foreign capital on the map - the captured Relics from Rila were just Icing on the cake, so to speak.
