Well hills should provide more line of sight than plain terrain & I think that archers should get an extra strike when defending or attacking from hill. Instead of getting extra 25 defence bonus they should get 10 or 20% health when they are on a hill plot. And for desert tiles my opinion is that they should not provide 25% defence. 10% or not at all would be better. However units promoted for deserts would get strength bonus not defence bonus when fighting on deserts. This would help to make terrain not only as a defensive weapon but it could even give you advantages when attacking. :)
 
Giving units strength based on tiles where they stand won't work like you want from game engine's point of view. Attacking units count as if they were already standing on defender's tile. Anyway, introducing ranged combat will partially resolve this issue.
