Pentium 4 3GHZ
512MB RAM
GeForce FX5200

I have defragged, no spyware, drivers completely up-to-date.

It uses up to 250,000-300,000k when I view it in Task Manager. I'm not sure if that is normal or not. Is there anyway to improve performance? I get like 10FPS.

Yes buy more RAM -- Windows XP performs better with more than 512MB

Yep civ 4 has some memory usage problem see http://forums.civfanatics.com/showthread.php?t=137706

More memory would diffinately help these days. 512 with XP is pretty much the minimum. I have seen beofre patch civ4 try to use more than 1GB, now roughly around 700Mb but this is all system dependent. It initial foothold varies from system to system, one issue is that it determines this poorly and winds up using the swap file on the hard drive more than it should. Using the swap file will always bring a 3D program to its knees. The slower your hard dirve the worse the effect is... The above thread starts off talking about a posible memory leak but turns into a discussion and possible fix by harkonen about this memory mismanagement issue...
