Terrorist states?

Hey I don't realy know if some of you will like this idea. It just poped into my head when my capital had a barbarian uprising.

What if barbarians don't disapear when almost all of the land area in the map become civilized? What if they become mercinaries during the middle ages. They can roam around the map looking for civs who need them if those civs can pay that is. You can attack them but they just reappear near any city where they were last killed. They don't attack anyone unless they're paid to do so. Perfect for raising the exp of your units.

And during modern times they become terrorists who you can secretly harbor in your land providing you don't let any other nation see them cuz that'll be bad for your reputation. You can send them to attack any civ you want without decrlaring war, just like privateers. They can be settled in camps similar to those of barbarians.

Once you're in the modern ages and you're using terrorists other than the normal spy missions there will also be a another menu where you can pick a city and attack a specific improvement or wonder in that city with your friends. But like I said before "if they are dicovered then prepare to take a beating in diplomacy. Lastly mercinaries and terrorist can be contacted like any other civ.
 
That idea has been tossed around many times, but I think your little "twist" on it is better than most/all of the ideas that I've heard before.
 
Terrorism is out of civ4, too bad. Anyway, there is no more barbs during the middle ages, so I don't see how there could be some in ME
 
What about barbarian migrations? For some reason, tribe A is moving out of the Babylonian Peninsula, and forceing ll other barbs into the fertile plains of America, settling down, or ravaging the land?

This would also require some sort of 'team identity' for various tribes, I supect.
 
I actually like that idea and I also think that fraxis needs to be a little bit less politically correct, I think a little controversy will help the game, look at games like GTA and well all of its copycats, you get a congressional hearing and you sell a million copies :)
 
Im sure on some of the older versions of Civilization there were some of these additional options for spy/diplomatic missions. But yes indeed the opion to sabotage a specific building would be great.
