I have some crazy lookin' text issues on BTS, makes a lot of smaller in-game text totallt unreadable

Anyone know whats up and how to fix it?
I have tried turning cleartype off, did nothing. I have it on steam, so I assume I have the latest version. I tried verifying the game through steam, also did nothing.
Laptop Specs:
OS: Windows 7 32-bit
CPU: AMD Athlon QL-60 Dual Core (1.9GHz)
RAM: 2GB RAM
Graphics Card: ATI Radeon HD3200
I have had no problems with my retail copy of vanilla Civ IV in the past.
