the 256 city rule

i'm unsure about it, does it mean one civ cant build that many or does it mean that if all the cities of every civ add up to 256 then none more can be built? what stops a 257th from being built?

All of the cities that are built in the game cannot add up to more than 255. If another city is tried, it simply says 'Too many cities!'

Thanks, I was just a bit confused about the rule, however I will doubt that the message "too many cities" will apply to me
