Aren't you actually doing the Riflero first? And are you going to change his clothes for the different units or just changing the colours of them?

Anyway.... supposing you'll use the Gaucho clothes for Uruguay's UU, here are some quick tips for it: make it have two attacks: a first one with some kind of short rifle (which should be kept in his "sash") and the second one with a spear (which should be wooden, with a metal tip, similar to the ones I posted). That way it could use those in a similar way than the Guerrilla's one (first a shot, and then some blade/spear attack)

I found some problems in the counstruction of the Riflero, if u look in the forums u find a thread mine asking for help. My idea is use the same animations (run, default, attack...) and just change the uniform, hat, weapons... to do these three units:
- Riflero
- Soldado del Chaco
- Uruguayan UU (can't remember its name)
I did the same in the case Dragões da República / Granaderos a Caballo / Caballaria Bolivariana (Prócer), it save me a lot of time ;)
Man, I will just do one attack animation (for moment), I'm too busy with the ACM stuffs, I was checking the files yesterday, it was a mess, I have a lot of stuff to fix. I can do the extra attacking animation in the future :) , no problem.
I post some images that I found, but Uruguayan UU is not looking like the Gaúcho, it is more close to Granaderos. But the uniform of the Paraguay UU is similar of the Gaúcho one. Check the images that I found :)

Unit: Riflero
Civilopedia entry: Chilean unit that fought against Bolivia and Peru in the War of the Pacific. Because this war, Bolivia lost them coast in Pacific, a region rich of natural gas and exists a revanchism fellings in these two countries until today.

Unit name: Soldado del Chaco
Civilopedia entry: Paraguayan army that fought against Bolivia in the Chaco War (I think it happened for territory disputes, not sure).

Gary Coleman was an actor on a sit-com during the 80s I believe. I'm not sure what sit com. But the last I heard of him, he was one of the thousands of canaudates running for California Governor when Grey Davis was recalled(Which the Terminator eventually won lol)
 
Well... that unit looks quite good, but it does however have a problem (which I think I'm to blame for): the name for it wasn't completely accurate, as it was more of a temptative name for the unit... In fact, those soldiers were on Montevideo's side during the independence war, and thus wouldnt represent Uruguay nor Artigas (though he was once part of them)... The first problem with this would be that the look of the unit isnt the one they used to have at the time, but a modern uniform created post independence... and then there is the fact that in those times they wore normal clothes, more like the gaucho ones, because they were mainly recruited among them.

Anyway.. the way I conceived the unit would be more like a traditional gaucho soldier, and not as the kind of military-show-unit the Blandengues seem to be nowadays... What I would recommend, if you accept to do it (and sorry, as I know you already have a lot to do) is to make it look like a gaucho, with a kind of sash (which could be made civ-coloured)....

However, if you want to go on with this unit (which would still look good for a modern Blandengues soldier), I'd make his uniform have a darker blue colour (trousers, hat and jacket), with those white stripes on his chest, and his sleeves and top of hat civ-coloured... It was diffrent strokes...It was about some rich white guy, adopting 2 black kids.

I just read your suggestions after export the arts. I can do in the future the old Soldado de Blandengues, like a gaucho, but for this momment I'll let the unit with the modern uniform :) Check my image reference some posts ago, I used it

I think they will not come to the war with these uniforms, it looks like a uniform to do ceremonies, like received a foreign president or hornor guard of the Uruguayan president. The same happens with the Dragões da Independência in Brazil.

they are using ecxactly the same uniform and weapon, the difference are:
- different corner in the icon
- the old version has odd shoulders
- the old version does not have face (but it is correct when we saw the other Civ3 units)
- the model of the new version is easer to be animated
