Yeah, Bannor really are the only ones that use Recruit. GCs are more useful attached to units or building a CP. I only found out maybe 3-4 games ago, when I did a WB-test for the new stuff in 0.32 and made a 60(?) pop Calabim super-city, then recruited there. I got like 40 units including at least a dozen vampires .

That was when I decided to give Bannor another try

Probably the best way to play Bannor is to seed a bunch of evil civs on the map and go on a massive crusade.

Found AV, invite Hyborem, then kill him? Could be funny. Not horribly effective methinks.

It's good to know that recruit is effected by city size, I didn't realize.

Eh, it can be quite effective in certain circumstances. I actually did have Hyborem created (by Sheaim) literally right next door to one of my 25-pop primary cities, due to a revolt (stupid public debate). I just kept him and his 1-tile nation alive so that I could farm him for recruits.
