I, for one, think that this is an interesting idea. With so many mods around we can see that modders mainly focus on gameplay changes and in programming, not so much in graphics. This is probably because they are interested in new gameplay ideas and these can be implemented relatively quickly (having adequate programming skills, of course), while graphics is a much longer work (and much less interesting for the programming-inclined guys).The absolute very best DLC you can offer for Civilization 5 would be what I call "Mod Packs". These mod packs would be theme based and specifically designed for Modders. They would essentially be units, graphics, and animations professionally created by Firaxis staff and sold as DLC. There's an unlimited number of themes you could offer for sale such as Fantasy (wizards, dragons, etc.), WW1, WW2, Napoleonic, Colonization-era, SciFi, and on, and on, and on....
I believe that graphics dlc packs could have a market, yes.
