The computer declaring war

Being what could be conisdered a virgin to Civ games, I started on the Chieftain level of difficulty. The problem is, no-one seems to want to declare war on each other. I was wondering if you have to be on a higher difficulty level for the AI to realise that war is the only option?

EDIT: Sorry if this has been discussed before.
 
The computer wars against other computers all the time. You just don't get told about it if you don't have an embassy with one or the other of the warring civs.
 
Two things you can do to get a war rolling are:
1. Disrupt the balance of power by giving a militaristic civ, e.g. Zulu/German/Japan/China a heavy military advance, e.g. chivalry/military tradition/motorized xport.
2. Disband your garrison in your border cities, they will pretty much find it irristable and it leave a good chance of getting you allies against them.
 
I will say one thing about the computer waring with eachother:
it is pretty sporadic.

The way one of my games maps ended up was crazy (different colors patch-worked all across Russia and Asia).

I have occassionally seen one computer that complete dominates tech and military never attack other computers it could easily dessimate, and then computers that are considerably smaller and weaker declare war on everyone.

Odd.
