dangerous waters disappear when in a city borders. Trade route should be possible then.

It doesn´t work that way in my games. I attached a save-game with Portugal where the dangerous waters at Gibraltar are within Spain´s borders and already disappeared but I can´t send my cargo-ship from Lisboa through the strait to Barcelona, Roma or any other city in the Mediterranean
