This happened in a game I recently played...
5 player MP game with time limits on the moves...as the game went on the limits were increased at 30 second intervals.
Th host jumped out to a seemingly insurmountable lead...two civs formed an alliance in order to bring him down...or at least back to the pack. The number of military units needed to attack take up a helluva lot of time....
Once the attack started the agreesors asked for more time...the host refused to change the time stating "that is your punishment for attacking me, deal with it"
To the host's credit, he played a game in which he was beating the hell out of everyone else....however, by refusing to increase the time allotment, did he mar his standing as the top civ and host?
This game is still going on (the attacking civs are making progress) under the time penalty....
What is the host's responsibility in this scenario?
