All missions are Active Missions (like a Coup), there are no more passive missions other than gathering Intel.
All active missions have a 100% of success, however they cost gold to execute.
The gold price starts out very high (approx 2000 gold in Ancient and scale with era), but is reduced slightly every turn the spy is established in the city.
The speed at which the gold price is reduced is determined by Spy Level. (5% cheaper per turn for Level 1, 10% for Level 2, 15% for Level 3)
Mission success is always 100%, however being discovered/killed upon execution is still a percentage chance and is calculated based only on Security Level.
Counterspying is an active mission too. Same rules apply. The percent chance of successfully killing all spies in the city is 100%, however the price to execute the mission starts out high and is reduced each turn based on Spy Level.
Mission examples would be the usual suspects: Steal Tech, Create Forgery, Sabotage Improvements, Sap Defences, etc
