So, he doesn't always make the best decisions, especially with mods in play. I have a suggestion, but first, the problem... Firstly, we all know that there is almost always a tile being worked that shouldn't be worked, or a tile that should be worked isn't being worked. Secondly, it seems that the governors of neighboring cities work the wrong tiles (ex: My Promethean city doesn't work a manufactory because its neighbor city does).
That aside, here is my idea: What if we could give each governor values for yields (ex: Food is 1 point each, production is 1.5 points each, etc.)? The governor would work the tiles that are worth more "points". In my Promethean example, I could value production super high for one governor, and low for the other.
