The host has canceled the game

I play conquests with my wife all the time on our local network. I host and she joins, no problem. The last two times I have had friends over to play civ, I have been having trouble with one of the players.

One particular computer is able to join the game without trouble, but the fourth can't seem to connect fully to the waiting room. It joins, and loads the players on his screen, though the other players never see his name in the list. The player cannot change his race (or more accurately, it changes it back to random after a second or two), nor check the ready box. After a minute or so, they are kicked saying "The host has canceled the game."

We have tried two different computers in this fourth slot, and they both demonstrated the same behavior. We tried with just two computers, the broken one and mine, and he has the same problem. We have tried him hosting, and then I have the problem. We have tried with no firewalls on either computer, no change. They are both in the same workgroup, and have ipx/spx loaded. It doesn't seem to make any difference if we try a direct IP connection instead of joining from the list. We have swapped the network cord/jack with the third player, who hasn't had trouble connecting. I thought maybe it might have to do with the Cisco VPN software that was installed on both of the computers that didn't work, but uninstalling it didn't help.

All clients have the 1.22 patch.

Does anyone have an idea what could be causing this?
