The Media

I don't know if this has been discussed in some way yet or not, but I just thought about The Media (newspapers, news channels). In the later ages, late, late middle ages, or whenever, newspapers should be introduced into the game. You should have the option to have the media give false information to the public for a price. This could be used to keep certain things under wraps. Heck you could even have your entire civ in a 'Matrix' (comparison to the movie) due to all of the false info you have the media give.

Does anyone want to elaborate on this? (or shut it down if this has already been discussed) ;)
 
Interacting with the media would add an interesting angle. Should at least be looked at in game terms. As for the 'matrix' idea, there was a government in SMAC called Thought Control. Not saying we should do a future era(in fact I suggest we slash the game at Nationalism), but just a comment.
 
What I meant by 'Matrix' was that the public was given so much false information that they were clueless about the reality of the world. You may be able to cause more hapiness that way if the public percieves the world as a better place than it really is.

EDIT: But if people got out of the country, major unhappiness would result because they would find they were lied to.
 
This level of brainwashing is quite prevalent in North Korea, the ideal Orwellian state. Maybe Orwellianism would be a better term, as the Matrix was more about BS philosophy than governmental theory. In fact many times peoples have been clueless, even in the modern era, about what was really going on. In the Six Days War most Egyptians had no idea they were losing at all.

It would be a good addition and the good news is that it is a possible addition. In Civ IV there will be civics which could include something like this.
 
I think the term referred to but not used here is propaganda. If you want to control what your citizens know and what your enemy thinks of you you start a propaganda campaign. Look at what both the Allies and the Axis did in WW2. Could be a nice feature to spent a certain amount of money on propaganda during wartime.
 
I think that, combined with concepts of Transnational Actors and Private Sector, Media could work very well. You have the choice between a totally State-Owned Media, a completely privatised one or something in between. State Owned Media give you bonus points towards propaganda, wheras Private Media can work for or against you!! When you are looking after their faction, private newspapers will actually boost peoples happiness, wheras if you work against them, they may start using their media to undermine your position-even to the point of causing a revolution!!! In wartime, private and public media can be used to boost the positive aspects of 'War Weariness' (i.e. happiness boosts from victory), wheras public media might reduce 'War Weariness' penalties and private media might boost these penalties (depending on how happy your Corporate Faction is!) Some of this may depend on the degree of Libertarianism and Sufferage you have to. So, in a free and open society, even a State news agency may refrain from lying about war losses (wheras a happy private media agency may in fact lie for you-just look at Fox in the USA ;) :D!)
