[R&F] The most significant change in Rise and Fall

Remove upgrading with gold and make Unit upgrade an Encampment project: place a Unit in Encampment and produce the project to upgrade it. The Production cost of the project should be proportional to the difference in Productions costs of the original and upgraded Units.

Let all CS build Encampments to avoid Warriors in the Modern era.

Simple and immersive.

If machine gun could shoot in all directions (adjacent exes at once) and wipe them out at once they would be less of a problem.
 
Why not require two of a resource in order to upgrade?
 
There's much more to encampments.

1) The boosts
2) Great general points
3) Ranged attack
4) Extra experience
5) Additionsl buildings provide production, housing etc.
6) Military engineers
7) Potential policy boosts

I don't play multiplayer though. Mainly for this reason. It becomes essential to seek out and exploit to a ludicrous degree such situations instead of just playing the game. Because if you don't others will.

There's something else you can do similar for all units requiring a strategic resource even if you have two of them (as long as it is not under districts)
Simply remove the tile improvement which grants you access to the resources and you can produce the units from the previous era then replace it when you're ready to upgrade

I think you can sell them. If they already have it, they will take it for 1 gold per turn. Or you can give them.
