Don't you only get trade routes if you open borders? If you won't open borders if you have no trade routes, then (assuming my assumption above is correct), you'll never open borders with anyone.

Nah you see the trade route icon on the scoreboard, that means you can (probably) get a trade route.

EDIT: Trade route = 3 arrows, Open borders = piece of paper
