this is an official buissness not my own as we have ha da recent explosian i thought it would be a good time to set this up so any crimes which you think you see can be reported here and the offending person can be fined or sent to national prison or even if it is really bad banned from the rpg.

maybe we could workout the jail rules to pay the jail-wards and the policemen?
i would propose:
* the standard income (100g+position based pay, reduced by payments for loans and regular paying of other persons) of the inmate of the prison is use to do the following:
25% to the prison, 25% distibuted to the wards, 50% for the police.
this will only apply to inmates not in there for having to much debt of course. only for real crimes
* over-debted persons will have 40% of their income used to pay the debt and 20% to the prison, 20% to the wards and 20% to the police.

well, if we have wards, we have to pay them. if we have policemen, we will pay them.
if we give out money of the people we arest to the arresters, we will get more crimes reported ;-)
also, the prison could be built and enhanced, we could have provincial prisons for that money of even city prisons. but all these things need payment.
