C calls out that he has a black hat.

He is certain because D sees that both B & C have a white and black hat respectively. This shows that D doesn't know what color his hat was. If he knew, then both would have white hats on. Since D says nothing, D doesn't know what color the hat is. C can see that B has a white hat, so C's hat must be black.
 
ok turner now you got me confused..... i only understand hard things like that with puppets
 
It's C, if D saw two white hats he'd immediatly know that he's black, however since he doesn't call out C deduces his hat must be a different color than B's and thus black. Of course he can't be 100% sure, because perhaps D is an idiot and doesn't realize that if both of the ones in front of him are white than he must be black, but it's still a very good guess.

none, they wont be perfect because dots dont have straight lines!
