Napolean, you are wrong, its a really hard one unless you just saw the episode, but you're quote is where Artie Ziff asks for a weekend alone with Marge, and Homer sees them making out in the fake prom.

It's Marge. The chili festival. She doesn't want Homer to smell the Chili Cookoff, so she lights up a cigarette.

I think it is one of these kids in Bart's special class where they move to a new town with the supervillain. My most favorite episode :) :D
