That's a good point Switchblock. They're well worth having imho, but the investment needed is considerable. And Nikis, I've noticed that being a general problem with HN units. In addition to mishaps with the stooges like yours, I've had apparently totally random mercenary attacks from (I think) friend and foe alike. Dunno if it's possible, but it'd be nice if your diplomatic standing affected an AI's decision on whether or not to hose you with "barbarians" under it's control.
 
Good Idea. I hate it when civs that are "Friendly" towards me (often my vassals or potential permanent allies) keep sending mercenaries into my borders. Having HN attacks tied to diplomatic relations is a great idea. It would also make the AI use their units more effectively, weakening their enemies before declaring war rather than wasting units fighting against their allies.

(If this can't be added, perhaps there should be a way to get rid of guilds in rival's cities, like how you can get rid of religions using inquisition. That way you could remove the Guild of the Nine, which will soon be needed in order to get mercenaries. Of course, you would also have to watch out for possible Council of Esus civs.)
