The uniqueness of Alexander

From what I see in the way of videos, most people play with both music and speech enabled, whereas I have neither. If you do use speech, you may not know why Alexander is unique. With speech off, all the leaders are silent except Alexander. If you reject a deal he proposes, he goes "Faugh!".

Why this is the one exception, I have no idea - oversight I guess.
