I would say to flag this with the 'sink ships' option, but cruise missiles already do. This is a good unit for modern warmongers.

Thinking about it, you could flag this as a sea unit, so that it can only attack ships.

This has civ colours, but most people will want to just give them to their custom Mongol civ. They look good as knight alternatives in any non-western civ.
