pterrok, I think so. I'm pretty sure it is. AFAIK irrigated grassland does not provide any shields - only food. The screenshot has irrigated grassland w/ shields. It has been a huge sore when seeing why the hell this city with all irrigated grassland has a small shield production.
IIRC the iron works/nuclear plant only doubles the shield in the box, not in the screen display.
Actually, wait. All the irrigated grassland are cows - do cows add three shields?
