Now that we officially have a war on our hands how do we go about rush building if we need to start building our military/diplomats/city walls/barracks.

I take it you've only played Civ 3 then.
That's all right. In Civ 2, all the governments are the same as democracy in Civ 3 with regard to rush-building. You can't sacrifice population points, but you can dip into your treasury to finish the improvement or unit. Units cost more per shield to rushbuy. but wonders are the most expensive. (How did you think we managed to finish the Colossus?
