They won't acknowledge your envoy

Simple questions. How can I force the Germans to acknowledge my envoy.

A bit of background. Emperor level (my first winning emperor game), standard map. I am Persia democracy on a mega continent with 5 other CIVs. I start in the NE corner and expanded SW Germany started in the mid eastern region and expand in all directions. German is #2 in tech race and was probably #2 in military power.

I normally provoke defensive wars capture a couple of cities than sue for peace on fairly favorable grounds.
This time I wanted to be different. I just completed sufferage, researched replacable parts, and constructed a rail net. I had a big army of veteran, and elite Immortals (4-2-1) that are non upgradable. The sole German coal and an extra rubber were just over the border in 3 cities not far from my forbidden palace. So I declare war.

The initial attack went fine in 2 turns the 3 border cities were taken, and a German knight army was killed. Germany counterattacked in mass and retook one city, I took it back and destroyed their attacking units with moderate losses.Tried to send envoy, was refused. Fine I thought took a 4th city giving me my 2nd and 3rd dye.

War weariness starts to hit, first I use entertainers, than build catherdrals, finally I move luxuries up to 20% (I have 7 luxuries!)
Every turn I send an envoy and I am always rejected.

I march on Berlin and raze it, (a pity about Coperinucus but to far from my F. Palace to be worth much). I capture 2 more cities, raze a 2nd and pillage everywhere his road network is in tatters.

The war has been going on for about 20 turns. How can either reduce my war weariness, or force him to accept my envoys. Germany still has at least 12 cities, iron, horses and saltpeter and as a communist can probably fight forever. I think complete conquest is out of the question. Not only my people are weary of the war but so am I. I am building entirely too much military units, and my people need hospitals to grow.
 
try lowering taxes and science, increasing luxuries to 90 or 100%(say goodbye war wariness), and building up a road or rail systen in the newly taken cities so the spoils of war can filter back to your empire. (preferably roads then rail, because if they take a rail system your entire empire could be in jepardy in one turn!), let your treasury take up the deficite (that is if it can). its only twelve, and if your got a rail system up to the front lines the entire empire can produce units and take germany exponentially.
i say 10 turn max to take them out.
