Does that mean that they don't possibly have the ablility to make the deal or they don't want too. I like Gold per turn on a deal and I tried with France for just 10 GPT and they had over 3000 in the bank, does that mean that they are bringing in less than 10 a turn? Also I just captured a city and some kind of white explosing went off when my tank moved into it, what's that all about???
 
I think it means they don't want to take it.

For your second question, it is probably fireworks from "We Love the [inserttitlehere] Day."
 
I think it could mean both.

And, yes, it is fully possible they have a treasury of 3000 and still make less than 10 GPT.
 
I always thought "They would never make such a deal" meant they didn't have the resources. I only recall seeing that when asking for gold per turn. never for something I know they have. Then they're just "insulted."

You are correct! The AI will not make Gold per turn deals that exceed their current per turn profit.

If theres a strong possibility of them going to war with you soon or they believe there is they wont want a per turn deal

I thought this message just meant that they would rather just give you 1 gold and a territory map, not the fairer 10g/turn. After all, that's all the other AIs want for twice what you are offering!

The advises of the player feeling insulted and never to take the deal work in degrees of how far you are from the point where they would accept. Then follows the we're getting closer to a deal and the this deal will be acceptable
