This is what happens when asking about multiplayer or modding ...

Also, it's a question of priorities. If you do MMORPG, 99% of your budget go to make stable multiplayer. If you make Starcraft, it's very noticeable part of the budget. If you make a game like civ, where most of the players never played multiplayer and from thoso who do a lot of players use hotseat... You just have other areas to invest significant work into.

This means multiplayer has 2 mods - single-phase and double-phase. In double-phase you have 2 phases, during one you have only strategic control (buildings, techs, etc.), second phase is tactical, so you can command units. It's possible strategic phase could be simultaneous.

I don't know why time limit is fixed, though. Maybe it's relative time limit?
 
Well, in my book non-garbage mods include:
- Community patches. Those require huge programming skills anyway.
- New high-quality random map scripts (not static maps). Those require significant programming skills too.
- ... that's all.. .
I'd like to add UI improvements and (good) reports to the list... Never dl'd a mod-civ.

This could be really great...I hope this is an improvement to V's "Hybrid" mode, speeding it up.
Problem A is that simultaneous turns can really be annoying (sneaky shift-moves, units just moving on you in general)
Problem B is that hybrid mode just takes forever, I think everyone waited for the warring civs to take their turns.

So hopefully this addresses both. It looks like there is a brief window where only tactical combat is allowed, and hopefully all other players can be doing strategic/economic moves rather than doing nothing and getting annoyed, and then the strategic phase continues where no further tactical combat is allowed.
