This potato laptop can't handle the SDKs without crashing.

How do I mod this game using only XML and Notepad++, like I did with Civ V?
 
In exactly the same way perhaps?

The game engine is the same, the modding process is the same, even the SDK is the same as for civ V, so whatever techniques you used to mod V should work just as well for BE.
 
Maybe a little laptop maintenance will fix your problem, disk clean-up, remove any old, outdated, unused software, close any unnecessary applications or use alternative ones ie MS word used a lot of cpu and ram compared to notepad (or notepad ++). Perhaps a physical clean of the laptop internals will improve performance ie clear the fan and heat sinks of dust and dirt.
 
You only need the SDK if you're going to upload your mod to Steam. For private mods or other methods of distribution, you don't need the SDK (as you don't need the MD5 values), and the .civ5mod format is just a renamed .7z file anyway - so utilities like WinRAR can be used to create them (if needed)
 
Alright, now how do I make my own CivBE Leader, one that can slap the stupid dumbass face of Captain Brazil, who keeps building a bloody Gate before he should be able to?
