thoughts on private research

how about only governments with capitalist economies (demos and reps) get a private researh bonus. this is because controled economies dont get private business (or research) this will represent how democracies and republics are generaly more advanced. the bonus is based on literacy rate and population.

Isn't this accounted for with the number of "trade arrows" generated by the respective governments? Or is that not part of Civ3?

(I'm a Civ2 player, never could get into Civ3.)
