Three Gorges Dam is not clean power

I built the Three Gorges Dam wonder and was surprised when all my cities incurred 2 the same as if I had just built coal plants. Is that right? I built it in the city with the National Park wonder. Perhaps, that makes a difference?

In BtS you get 2 unhealthiness for having power, and an extra 2 for coal.

The reason you didn't see any difference between TGD and coal plant, is that you built it in your national park city. The national park removes access to coal, so you don't get the additional -2 health from coal (nor the benefits).

There is no "clean" power in BTS, including hydro or the TGD. It still gives -2 health. A bit better than coal which gives a total of -4 health.
