Apparently there are several very interesting mods out there, but there seems to be a problem: Everybody and his mother is making a different mod! I wouldn't call that "bad", or "counterproductive", but if the individual efforts carry on, we won't see any really comprehensive big-time total conversions of the game like RAR, TAM, Rhye's etc for Civ3.
Maybe, and I am just throwing around an idea, it would be a very good thought to combine mods into one. When I find some time I'll combine three of my most loved mods (lost units, lost wonders, superciv) into one, and add a couple modifications myself (in the spirit of a longer, more epic game with lotsa turns in every era - there are already a couple mods doing that, but they also alter many other game parameters). Perhaps also the leaders mod, and the religion mod ain't ruled out of course.
I would've already done so, but time is limited as it is. There are many people though who'll never do that, although they'd love to (lack of time, of modding ability or anything else).
So, I am asking the respective modders of those fantastic mods if they could go together and offer us "a mod of all mods".
