Says they build 20% faster with horses. How could you build them without horses?

Certain steppe civs (Mongols, Transoxians) can build advanced mounted units without access to horse strategic resource. Basically, there's an assumption that horses are a part of their lifestyle to such an extent that they don't need to be provided by the state, but rather people bring their own. The same goes for different versions of cossacks.
