Tiny Islands

Not necessarily a bad thing if they can't expand too much. Perhaps the islands will have some research bonus to make settling them a strategic thing.

i think distric system will be excelent for small island .... i mean look at Japan at WW2 , they started it (on pacific) because there wasnt room left on Japanese island for any more growth

I've seen suggestions that 1 tile islands might be good for producing Naval Units. I've also seen speculation that Naval Units can only be built in a Naval District. Operating under that assumption, then a 1 tile island without any other land tiles within its 3 tile radius wouldn't be able to build Naval Units because it would be allowed to make/build a Naval District. Unless I'm missing something . . . are Naval Districts built on a coastal land tile or a coast water tile?

Harbor district is built on water tile near land. So you could build Harbor and all its buildings in a 1-tile island city.

the harbor/naval district is build on a coastal water tile.

one tile islands will lack production necessary to be good at producing naval units.

It will based on current reasoning. They may change how production is handled to make them more viable.

If the one-tile island is not isolated far out in the sea/ocean it's developement should not be a problem. The disctricts can be placed on the mainland or on nearby islands.
Like old Tyrus or modern Venice.
From the published screenshots it is clear that one does not need to fill the first hex-ring first. Looks like one can place districts further out from the city.

Not sure I like a city that's actually a spread out collection of tiles. There should be some first-hex ring only districts IMHO.

If Civ 6 still has Cargo Ships that can send Production to your own cities, that could alleviate the lack of Production in the city itself.
