Well well well...

finally i got those cruise missiles to work as they should: a.k.a., Tomahawks.

What i did:

1. gave those cruise the "Tactical Missile" ability (but not the Nuclear Weapon ability)
2. gave destroyers, aegis and nukesubs the "Carry Tactical Missiles" ability.
3. gave those vessels the AI strat=Naval Missile transport
4. gave those cruise Bombard range=3 (at least one tile further than battleships...).
5. gave destroyers transport cap=1, aegis=2 and nukesubs=3

Wuala! Working well! Have to see how AI uses the changes.

i have a diffrent version, i make the missile cost more, and give it rebase function, and ICBM flag but, the extra cost won't make it too powerful, just make it real expensive, the AI will be having fun destroying all your railrods from afar. but i keep the old cruise missile in, i just take out the privateer which is useless.

but i have comments. I just wanted to simulate the real Tomahawk, as it should. I mean, Tomahawks are actually OFFENSIVE weapons, specially designed to operate from vessels (remember Desert Storm). The way cruise missiles are implemented in original CIV3, they are DEFENSIVE weapons, because you are able to use them just from your land territory.

What i was looking for was to revert that situation. So i made all my changes taking into account that goal: to have almost-real Tomahawks in the game.

The way it works i have acomplished that. I don't know yet how the AI will react to the changes, but it should assimilate them well.

If i understand your changes well, then it seems to me that your goal was different. I mean, with re-basing you still have a DEFENSIVE missile in hands, or a partially offensive, because you need to have a stronghold in enemies continent to be able to rebase the missiles.

My aproach lets me launch the offensive from the sea, which is how it works in real life and which was my goal.

Anyway, your aproach is also very interesting and it all depends on how players want to use that weapon.

I love your idea and am trying to create it. But the problem im having is in the editor when i click on the AEGIS cruiser in the unit abilities section there are 3 separatly selected abilities: 1-Radar,
2-Can see submarines and 3- Ranged attack animation.
As soon as i select can carry tactical missiles all the other selections (highlighted in blue) are unselected. I can then only select abilities that are on top of each other and cannot not select one in between e.g. if i want 'can see sub's' and 'radar' i must then have all the options in between i.e.ICBM, Stealth, leader etc, etc.
The only way i can select more than one is with the shift key and that highlights everything in between.
If you can help me with this i would love to use your Tomahawk idea.

Just Use the ctrl key every time you click one of the abilities that you want to select, and you won't lose old choices you had made before.
 
Yeah am using that idea too apart fr the transport capacity. Three for a sub seems a lot,AEGIS can carry a lot too,my problem is that I don´t like seeing subs and cruisers with 3 tactical nukes onboard.

Think it was Dark Sheer who said that giving units two AI strategies was fine,but the editor said something about not giving more than one AI strategy per unit,so am not sure to click on missile carrier for the AEGIS.
